Hi, sorry i'm from the meme but i've always wanted to know - how do you make icons from videos like that?

I use either videogif or virtualdubb/nandubb to rip the raw image stream from the AVI (more videogif it's complex and I'm lazy) and then edit in Adobe ImageReady. If you're new to it, i'd suggest Videogif + ImageReady.
